Central Dispatch Authority Admin. Policy Board

The Midland County Central Dispatch Authority (MCCDA) is funded by a county wide millage as approved by the voters. The MCCDA Board consists of 7 members.  Two members are appointed by and represent the City of Midland, two are nominated by the Midland County Township’s Association and appointed by the Midland County Board of Commissioners to represent the townships in Midland County, two members are appointed by the Midland County Board of Commissioners to represent the County and the seventh member is a citizen at large that is appointed by the majority of the members of the Midland County Central Dispatch Authority Board.  The citizen at large position is a single four year term.  All members serve without compensation.

The Midland County Central Dispatch Authority Board has policy making authority and is authorized to perform the following functions:

  1. Enter into contracts
  2. Acquire, hold and dispose of property of all kinds, both real and personal.
  3. Construct, manage or operate building or improvements.
  4. Contract with supporting municipalities and supporting agencies or entities to provide personnel, equipment or administrative services.
  5. Receive and administer appropriations, grants, gifts, bequests or assistance funds.
  6. Incur expenses in the name of MCCDA within its approved budget.
  7. Contract with supporting municipalities and supporting agencies and entities for the provision of central dispatch and record services in exchange for financial or other in kind payments.
  8. Hire, employ and terminate a MCCDA director.
  9. Approve and control the annual budget.
  10. Establish committees.
  11. Create and establish operation and policy procedures for MCCDA; specifically including personnel and budgetary policies and impose said policies and procedures on the day to day activities of the MCCDA including its director and staff.
